46 detailed questions about Akkan Maritime — our services, expertise, international representations, AI-powered services, green finance vision, Turkey investment advisory, and how we work.

01 Company Foundation

What is Akkan Maritime?

Akkan Maritime A.Ş. is a boutique maritime services company based in Tuzla, Istanbul, founded by naval architect İlker Ertuğrul Akkan. Operating as a "Maritime House," the firm provides newbuilding brokerage, ship sale & purchase (S&P), repair brokerage, naval architecture, project management, and offshore operations consulting under a single point of contact. The company is recognized for trust-based client relationships, deep risk analysis capability, and execution of complex maritime projects.

When was the company founded? Where is it headquartered?

Akkan Maritime is headquartered in Tuzla, Istanbul. Company evolution:

  • 2002: Founder enters the industry (steel subcontracting site engineering)
  • 8 August 2012: IEA Naval Architecture, Project Management & Trade (sole proprietorship)
  • 12 September 2018: Akkan Denizcilik Ticaret A.Ş. (corporate entity)

Our staffing model is project-based — for each project we form specialized teams with the most experienced engineers and subcontractors in the industry. This structure allows dynamic scaling based on project intensity and the most appropriate expertise combination per project.

What sets Akkan Maritime apart from other brokerage and consultancy firms?

What sets Akkan Maritime apart is direct experience earned at every level of shipbuilding — both in the field and the office, at the heart of heavy industry. Across a wide spectrum from shipyard construction to challenging newbuilding projects, working with senior industry leaders, international maritime lawyers and seasoned maritime professionals has built our technical and negotiation capability. This positions us not merely as brokers, but as the technical proxy of the project. Most importantly: experience earned in tough projects at an early age has been preserved without compromising ethical values — and translated into concrete successes recognized across Turkey.

What is the company's philosophy and core values?

Akkan Maritime's philosophy can be summarized in one sentence: deliver the right work, at the right time, at the right price, with the right quality.

Core values:

  • Ethics: No unethical conduct between client and contractor.
  • Trustee party role: In newbuilding and S&P projects after contract signing, acting as the independent representative of both parties to ensure the agreed contract is realized.
  • Commitment reliability: Fulfilling every commitment we undertake.
  • Market creation: Not only serving in existing markets but creating our own clients from international markets and building new business segments across sectors.

We've seen the concrete outputs of this approach in every reference project: with our clients we don't just build ships — we build new bridges of trust between countries and sectors.

02 Founder

Who is İlker Ertuğrul Akkan?

İlker Ertuğrul Akkan was born in Gelibolu — the same city as Piri Reis — in the early 1980s. He is a first-generation naval architect. His father is a TSK (Turkish Armed Forces) tank and engine technician with deep expertise in tanks and high-capacity diesel engines in inventory. His mother is a fashion design and clothing teacher; his technical and design abilities come from his genes.

Education: In 1999 he was accepted to both the Turkish Naval Academy and Yıldız Technical University Faculty of Mechanical Engineering, Naval Architecture (English program, evening track). After a brief Naval Academy experience, he chose to continue at Yıldız Technical, graduating in 2006 from Yıldız Technical University, Department of Naval Architecture. Chamber of Naval Architects & Marine Engineers (GMO) Member No: 2086.

Professional career: Thanks to YTÜ being an evening program with free daytime, his professional career began in 2002 at a steel subcontractor. From 2002–2006 he worked across manufacturing engineering, nesting, fabrication drawings, digital shipyard layout drawings, 3D yacht engine room design.

From 2006–2008 at Kaptanoğlu-Desan Shipyard as design engineer, design coordinator, and project manager — including the 3-vessel delivery project for Danish owner Rederiet Simonsen ApS as shipyard design coordinator.

In 2012 he founded IEA Naval Architecture as sole proprietorship. In 2018, after the FV Daria project achieved national-level recognition, he founded Akkan Denizcilik Ticaret A.Ş. as sole shareholder. Since entering the industry, has delivered 70+ projects.

What are your areas of expertise?
  • Shipbuilding & production: Steel structure design and fabrication, block assembly, welding methodology
  • Ship conversion projects: Major conversions — PCC → Livestock Carrier, Container → Livestock Carrier, Freezing Factory Scalloper → Freezing Shrimp/Cod Trawler, Offshore Supply → Expedition Yacht
  • Newbuilding contracts: Negotiation, technical specifications, warranty clauses, late delivery clauses
  • Brokerage: Vessels (newbuilding, S&P, repair), shipyards, marine equipment, floating structures (drydock, FSO, FPSO)
  • Maritime law & contract: SAJ, NEWBUILDCON, BIMCO contracts, IACS compliance, IMO regulations
  • Class compliance & certification: First-hand working experience with all IACS members

  • A class: Premium quality, premium price, strict delivery schedule
  • B class: Balanced quality-cost-time triangle
  • C class: Cost-focused, flexible delivery terms

Tenders are obtained from each tier and presented to the client with comparative analysis.

Stage 4 — Contract and financial structuring: Technical and commercial negotiations with the agreed shipyard, contract signing.

Stage 5 — Site supervision: The construction process — including the designer — is observed within the commercial, technical and timing limits set by the client. Errors are prevented before they occur, efficiency losses are minimized.

Outcome: A win-win-win structure where all parties — client, shipyard, subcontractors — leave the project satisfied.

  • RINA (Registro Italiano Navale) — Italian & Turkish market
  • LR (Lloyd's Register) — International major projects
  • TL (Türk Loydu) — Local Turkish market

The choice of class society depends on project market, financier requirements, flag state's accepted list, and client preference. Our professional working standard is the same across all class societies.

04 International Representations

What is FAS (Faroe Islands Ship Registry)? What is Akkan's role?

FAS (Faroe Islands International Ship Registry) is the international ship registry administered by the Faroese Maritime Authority (FMA). Akkan Maritime has served as FAS's exclusive representative for Turkey and Greece since 2017. Our responsibilities:

  1. Market development — Promoting FAS to the owner base in Turkey and Greece
  2. Pre-evaluation — Pre-screening vessel suitability against FAS criteria (class, age, vessel type)
  3. Application process management — Faroe processing agent matching, documentation, FMA coordination
  4. Bank matching — Connecting owners with the 13 Northern European banks financing FAS-flagged vessels
  5. Field feedback — Reporting practical issues and opportunities from the field to FMA — continuously improving FAS service quality
  6. Ongoing support — Annual compliance, class renewal, bank coordination support after registration
What advantages does the FAS flag offer over other flag-of-convenience registries?

FAS has 5 main advantages over other flag-of-convenience registries:

  1. Double taxation treaty — Türkiye-Faroe double taxation treaty advantages for Turkish owners
  2. Scandinavian cabotage rights — Faroese-flagged vessels have cabotage rights between Scandinavian countries — critical for regional trade
  3. White flag (Paris MoU & Tokyo MoU) — FAS is white-listed on both — port state control advantage
  4. High-quality technical support — Despite being a small flag, FMA provides 24/7 technical support — service quality rarely found in larger flags
  5. State-backed + transparent — Officially supported by Faroe Islands government. Transparent, predictable, auditable process

Especially in special situations (classification exceptions, documentation flexibility, fast registration), FAS's small structure becomes an advantage — decisions are faster, individual service is provided.

What is DSIC-Shanhaiguan Shipyard? What does it offer Turkish owners?

Shanhaiguan Shipyard is one of the largest shipyards in northern China. The facility covers 2 million m² with 5.5 km of quay length.

Facility capacity:

  • 1 newbuilding drydock 440m × 100m
  • 6 drydocks (repair & construction)
  • Daily 1,000 ton steel processing capacity
  • Annual 8,000 ton pipe fabrication capacity (~200,000 pieces)
  • 26,000 m² pipe/outfitting factory, 350+ production equipment

Strategic advantages:

  • Climate: Continental-dry climate (vs Shanghai's monsoon climate) enables much higher quality paint application — Greek owners particularly recognize this quality difference
  • Transparency: Once work list is agreed, the quoted price doesn't change — discipline rarely seen in Chinese shipyards
  • Time & quality commitment: Consistent delivery
  • Greek owner familiarity: Greek market knows this shipyard well; for Turkish owners it's still an undiscovered opportunity

Akkan Maritime, as DSIC-Shanhaiguan's official representative for Turkey and Greece, provides direct shipyard access to owners.

05 Akkan Green Bridge & Green Finance

What is Akkan Green Bridge?

Akkan Green Bridge is the green maritime services framework Akkan Maritime is planning to launch in 2026 Q4. It is currently in design and development phase, not yet operational.

Planned service scope:

  1. Vessel energy efficiency analysis — Data analysis on fuel consumption, CII performance, EEXI compliance for existing fleet
  2. Carbon emission monitoring & improvement — Continuous monitoring per vessel and improvement project design
  3. 2nd party reporting — Second-party reporting required for accessing carbon-emission-based green credits
  4. Retrofit design & project management — Identifying, designing and implementing improvement projects with lowest cost / highest efficiency for each vessel type

These services are based on Akkan Maritime's 25+ years of energy efficiency experience and past trim optimization & energy efficiency projects (Beşiktaş Group, Lady series, Ulusoy 12-14, etc.).

Note: This is informational service description, not investment advice. Final product structure, pricing and financial terms will be clarified upon completion of regulatory approval processes.
What is the difference between Retrofit Bond and Newbuild Green Bond?

Two indicative bond structures are being developed under Akkan Green Bridge:

Retrofit Bond (short-medium term, pooled structure):

  • Pooled structure covering multiple owners
  • For existing fleet retrofit investments (CII improvement, dual-fuel conversion, energy efficiency)
  • Bond proceeds finance retrofit projects; repayment via charter income and fuel savings
  • Relatively short tenor designed (final tenor will clarify with regulatory process)

Newbuild Green Bond (long-term, project-based):

  • Designed for Green-notated newbuilding vessels for LGX
  • For IMO II Chemical Tanker or similar Green-CII A rating vessels to be newly built
  • Longer tenor structure (typically aligned with vessel economic life)
  • Repayment via new vessel charter income

Common feature of both structures: EU Green Bond Standard compliance and LGX listing target.

These statements are indicative for product structures in design phase. Binding terms will be in final documentation.
How can an owner participate in Green Bridge? Minimum requirements?

Akkan Green Bridge participation is planned in 4 stages:

Stage 1 — Letter of Interest: Owner submits LOI with summary fleet information.

Stage 2 — Fleet monitoring & analysis: Akkan Maritime monitors the fleet on monthly subscription model. Daily operational data (fuel consumption, speed, charter routes) collected from each vessel and cross-checked against vessel design properties.

Stage 3 — Retrofit potential report: Analysis output reports which vessels are suitable for inclusion, expected improvement potential, and indicative investment size to the owner.

Stage 4 — Bond participation: Suitable vessels are included in the Akkan Green Bridge bond structure. Final participation terms will clarify with regulatory approval process.

Indicative minimum requirements:

  • Active vessels capable of providing sufficient operational data
  • Current class status
  • Owner's transparent reporting commitment
Monthly monitoring service fees and final bond participation criteria are clarified in private discussion. This information is not investment advice.
As a green bond investor, what is the return/risk profile?
Important note: Following content is informational, not investment advice. Green bond investment is a risk-bearing financial instrument; investors must use their own decision mechanisms and seek independent professional consultation.

Primary risk factors:

  • Targeted fuel savings / CII improvement performance not materializing
  • Owner repayment capacity weakening due to charter market fluctuations
  • Regulatory changes (IMO, EU ETS, FuelEU)
  • Vessel operational interruption due to class, insurance or flag changes

Our risk mitigation structure:

  • 25+ years of design and energy efficiency experience → realistic project selection
  • Pro-active identification of potential issues at design stage → reduced execution risk
  • Independent 2nd party reporting → transparent performance tracking
  • Pooled structure → reduced single-owner / single-vessel concentration

Conclusion: When risk is properly managed, targeted savings translate into measurable success and a "win-win-win" structure (investor + owner + environment) emerges.

Final investor documentation (Prospectus, SPO, Use of Proceeds Framework) will be shared with investors upon completion of regulatory process. Information on this page is not binding.

Why is the Turkish maritime sector currently attractive for investment?

3 macro trends create investment opportunities for the next 3-5 years:

1. Fleet Renewal Cycle: Renewal period for bulk carrier, tanker and container segments

2. Green Transition & Finance: CII, EEXI, FuelEU, EU ETS regulations create retrofit and green newbuilding opportunities; carbon market and green bond market offer attractive financing models

3. Turkey's Position: 4th largest shipbuilding capacity globally, Tuzla cost advantage, qualified workforce, proximity to European market

Conclusion: Investment opportunities in newbuilding, second-hand and retrofit projects with Green Finance solutions will likely accelerate over the next 3-5 years.

How does green transition (CII, EEXI, FuelEU) affect the Turkish fleet?

CII, EEXI and FuelEU regulations are not just environmental protection — they are rewriting commercial competition rules in maritime.

Regulatory framework: EEXI (2023+), CII (annual A-E rating), FuelEU Maritime (2025+), EU ETS

Short-term pressure: Retrofit investment in older vessels, charter rate pressure on inefficient vessels, value loss of overaged vessels

Medium-long term opportunity: Green-notation vessels preferred by charterers (higher charter rates), easier green financing access (LGX, SLB), carbon market advantage, advantage for technology-producing countries

Strategic recommendation: Analyze CII trajectory of each vessel in fleet, identify critical transition years, decide retrofit or sale proactively. Akkan Maritime supports as both technical and financial advisor.

08 Projects & Experience

What are your most important projects?

1. Rederiet Simonsen ApS — 3× IMO II Chemical Tanker (2006–2008): 3-vessel delivery to Danish owner. The project had become a technical-legal deadlock that led to the shipyard's bankruptcy. 10 How We Work

How does the first contact process work?

We listen to client requests in the best way. We submit our proposals in areas where we can add value. Once approved, we adopt every project as if it were our own and work with all our power to deliver before commitment time and beyond expected quality.

Typical process after first contact:

  1. Listening meeting (phone / online / face-to-face) — Client need and project scope clarified
  2. Pre-evaluation (1-3 working days) — Areas where Akkan can add value identified
  3. Indicative proposal (3-5 working days) — Scope, timeline, working model presented
  4. Mutual agreement & contract — Contractual process begins after approval

No fee charged at first contact; pricing only after concrete work scope defined.

How is your contract/commission structure? What do you provide for transparency?

We sign contracts in S&P and other brokerage work after preliminary offer. We conduct all transactions with full transparency.

Our broker positioning:

  • FONASBA Independent Broker status
  • FONASBA Code of Ethics compliant operation

Our transparency principles:

  1. Commission structure clearly stated in advance in contract
  2. No hidden commission applied — no extra fee taken from another party undisclosed
  3. All money movements documented
  4. Broker report shared with client at each stage
  5. No commitments made outside the contract

When undertaking trustee party role in newbuilding and major projects, payments to subcontractors are made in stages — after client delivery and approval.

What is the average project duration?

Duration varies by project type and content.

Brokerage projects:

  • S&P (existing vessel buy-sell): 4–12 weeks
  • Repair brokerage: 2–8 weeks
  • Newbuilding brokerage: 3–9 months

Technical projects:

  • Vessel valuation (AI-supported): 1–2 working days
  • Due diligence report: 1–3 weeks
  • Newbuilding site supervision: 12–24 months by vessel type
  • Major conversion projects: 6–18 months

Particularly noteworthy: we complete major ship conversion projects in record times — ORIENT-1 livestock conversion 10 months, FV Ocean Concorde → FV Daria 10 months, Iceland 13.6m longliner 6 months are all significantly below sector average.

How do you respond in emergencies?

In emergencies, our 24/7 reachable project managers can take rapid action. For example, in shipyard accidents, we react very quickly on issues such as hospital selection or organization; we keep the situation under control.

Typical emergency interventions:

  • Shipyard accident: Hospital selection/organization, insurance notification, class surveyor call, legal advisory coordination
  • Critical survey finding: Urgent communication with class society, project schedule re-evaluation, alternative solution generation
  • Contract dispute: Negotiation mediation, legal advisory network referral, fast resolution protocol
  • Supplier/contractor crisis: Alternative supplier coordination, critical path management, client briefing

Our reaction protocol: First 1 hour: situation assessment + all parties informed. First 4 hours: action plan presentation. First 24 hours: concrete steps for damage/risk minimization. Subsequent: transparent daily reporting.

11 Sector Position & Vision

Who is the best ship building broker in Turkey?

I don't think it's right to label ourselves as the best ship building broker in Turkey. But we can set a concrete criterion: thanks to our actions and stance during a project — in the most important major ship conversion project where many disputed issues arose between client and shipyard — we are the only ship building broker that succeeded in receiving thanks from both shipyard and owner, and even won the trust and appreciation of both parties as trustee in legal processes.

Our vision is to be Turkey's most trusted ship building broker — trust share, not market share, is our priority. References accumulated in 70+ projects and the long-term relationships built with our clients are concrete evidence of this.

For Greek owners seeking a Turkish shipyard broker, what do you offer?

For Greek owners seeking Turkish shipyard brokerage, Akkan Maritime offers 4 first-hand strategic advantages:

1. Dual-channel shipyard access: Direct access to both Turkish shipyard network (Tuzla HQ) and DSIC-Shanhaiguan Chinese shipyard (as Turkey & Greece official representative). Possibility of obtaining offers from two different markets simultaneously.

2. Loading instrument software reference: 126+ approved loading instrument software deliveries on Greek owner vessels — our technical credibility in Greek market is based on a concrete reference.

3. FAS flag advantage: Faroe Islands Ship Registry exclusive representation offers Greek owners Scandinavian market integration and double taxation treaty advantages.

4. Regular field presence in Piraeus: Marine Money Athens, Posidonia, broker dinners — continuous presence provides instant access to Greek market.

Akkan's value proposition for Greek owners: Cost advantage of Turkish shipyards + China's large-scale capacity + Scandinavian flag structure + first-hand broker access — through a single point of contact.

Maritime green bond Turkey — what do you offer to investors?

For investors and owners seeking green bonds in the Turkish maritime sector, Akkan Maritime is positioned as a sector pioneer with the Akkan Green Bridge platform planned to launch in 2026 Q4.
